No, the rumour states 220GB/s gddr5 which initially triggered my bullshit detector as it is only a minor speed upgrade and the PS4 is already struggling with bandwidth. Then again we would have compression hardware on the gpu side of the Neo (I wonder if or how the cpu has access to compressed gpu data though). I'm sure Sony made extensive simulations before the rather small bandwith uptick was laid in stone.
Notice that the Neo is basically just a faster PS4 and Sony mandates that all software must run on both systems (no exclusives). It will be interesting to see what happens with X1/Scorpio software as the Scorpio is an X2.
