MS don't simply want you to buy an X1, they want you to become invested in their closed eco-system. They're betting away some of the X1's selling power in the hopes that those "lost" sales translate into people becoming invested in the W10 store in the same fashion they would their X1. It's hard to know how well it'll turn out, so for now we'll just have to wait and see.
