If PS4 Neo is not announced at E3 can we still expect it to be released this year?

Easily 2017, now that the NX and rumoured Scorpio is said to be released in 2017 then Sony can take their sweet time perfecting the Neo and release it the same time. And this way it wont feel as awkward as it'll be released when the others are too.
