I think there is a 90% chance it's comming this year, as in my opinion doing a full announcement of a higher spec console refresh that is coming 4 month later is stupid and would just tank sales for that time period.
There are other big events like Gamescom and TGS that are closer to holidays and can be used for this announcement/the start of the marketing campaign.
