The Game Informer writer is also just sharing his understanding of what Sony said. But many would normally disagree with him. He said to read a part on the Eurogamer article but he himself failed to read the entirety of the article itself(on Eurogamer). Even Eurogamer has a detailed rundown of what they think are the rules given to developers regarding NEO versions of their games. 

This is what that Gameinformer guy was referring to his tweet. "Forward compatibility patches are for old games only: Sony really wants Neo support on all games from October onwards. While older titles can have Neo features patched in, the platform holder will not allow new titles to add Neo features at a later date."

Which pretty much means developers cannot patch in performance improvements on games they are releasing in the future after NEO releases/or after October or something. Which means if they release the game without using the upgrades on the NEO then it will remain the same if you play it on a NEO.

"Neo-only or PS4-only games are not permitted (remember that Neo can still run unenhanced titles - developers are simply prohibited from locking out audiences of either console)."

The thing about this that doesn't make sense is that the author is conflating 'Running at all' with 'Neo Mode'  The guys says, all games will run on both models.  This is a fact.  But game informer is twisting forward compatibility patches for Neo mode to mean that if it isn't patched it wont run at all.  After all the new PS4 will have regular and Neo modes.
