I really think it's probably for VR. The existing hardware of the PS4 just seems hopelessly dated for VR given the minimum specs of the Oculus and Hive. Of course, there's also the not-necessarily-coincidental code names of the two, the VR being Morpheus and the new PS4 being Neo (sounds pretty Matrixy to me).
There's probably other motives, but I imagine it's that more than anything. They have a ton of money invested into VR and they're going to do whatever they can to make sure it has a strong launch.
