They want to protect the image of their IP and they feel they need to. Of course this only extends to the 3D models as they are direct representations of the characters from the game they own and made but they won't be able to take down custom made fan art that is all over the net, that is something they will never take down nor be able to.

That said you'll never stop R34 from being a thing, just like you won't ever completely stamp out piracy, both of them have gone on for centuries and will keep jogging forward without stopping.

Actually, they can take down *most* fan art.  Intelectual property laws protect a lot of things, in this case the characters will have extensive protection under those laws.  And it's a complex issue of what they can do specifically to which works.
