So yeah... going by that it seems almost certain Vita will have more retail releases in the West in 2017 than the WiiU which is being replaced in March.

I think it more comes down to whether the rumours of Western Vita hardware discontinuation having already happened and if cards are still being produced that will decide it.
The reason official Dreamcast releases in Japan finally stopped in 2007 was because there were no more GDs left to press and Sega didn't want to make more.
Also when you strip out all the limited run games, the Vita list shrinks quite a bit. Add in that Wii U software sales in 2016 seem to be waaaaay ahead of Vita and I think it could well be Vita has more titles, but Wii U sales are a lot stronger overall.
