No, it isnt. It's called teaching people to prevent chances of getting raped.

 

The world isn't perfect. Of course the rapist shouldn't take advantage, but do you think people care in the real world?

if women just stayed inside there would be no chance of getting raped (by non-family members) /sarcasm
