This is the only specs leak I am aware of, and it seems to be supported by a lot of different people.

Soo it wont be a big 5.5tflops upgrade and will fall verry behind the nx and scorpio? 

If those leaks are accurate the NEO will have around a 4.2tflop gpu compared to the 1.84tflop of the original, not sure where you got any NX or Scorpio specs from that are as convincing as the NEO rumour that was backed up by multiple different people and sites.
