Games like Scalebound and Bayonetta aren't cheap. From their point of view, it's better to work on multiple smaller projects that bring in decent revenue than a couple of big AAA games that could potentially bankrupt the studio should one fail. They probably should reorganize, but I don't think they should drop the liscenced projects. 

Yeah I definitely think they should reorganize what they their team works on because the more they keep going at projects like this, the sooner they will hurt their image along with general quality of what they produce.
