I imagine this has to do with the fact that they're one of an extremely small (and shrinking) group of big name independent studios that doesn't have to continuously answer to a publisher. Games like Scalebound and Bayonetta aren't cheap. From their point of view, it's better to work on multiple smaller projects that bring in decent revenue than a couple of big AAA games that could potentially bankrupt the studio should one fail. They probably should reorganize, but I don't think they should drop the licensed projects.
