Yeah, the rumors seem really odd to me as well. I think either the Scorpio is coming out sooner than expected or else they won't talk about it at all. Why the hell would you go through all the effort of releasing a Slim Xbox One just to say "oh, but there's a much, much better version of the console coming out at the end of next year, so you should really wait for that one."
