Dont think you relize how fast those toddlers move!
You'll have kids someday THEY WILL get away for you for a second and during that second they either die/hurt or nothing happens it can be that fast, lottery of life.
The kid was lucky and had minutes and lived.
Does the parent get to turn around and sue hell no.
