I really suggest you read a book called 'The Giver'. They try to create a Utopia by essentially taking all pain away from people, but it isn't nearly as great as it is made out to be. When we continue saying businesses are blamed for essentially everything, and that we need more and more and more safety precautions, we really do encourage stupidity, because you'll never be at fault for it.

Pools have lifeguards on duty. Not only that, but you go to a pool to get into the water. You don't go into the zoo to fall into enclosures, the zoo is supposed to protect you from the animals :)
The zoo will improve their safeguards and the little kid is ok. It's all good.

And lifeguards are supposed to protect you from drowning, but do they in EVERY circumstance? No. Shit happens on occasion.
