Technically, the game was supposed to be like that. It would have been a solo affair about Chris trying to find Jill, with occasional support from Barry Burton, and the oppresive bright nature of your enemies would work less in favor of action and more about terror, as Chris wouldn't have been able to handle such huge crowds alone even if he had enough ammo (think of being grabbed, when you have to call your partner so that he rescues you. Instead those things would have made Chris get automatically critical injuries, risking death, just like it happens on the DLC if we removed either Chris or Jill). So you'd be forced to retreat among buildings, and trying to come up with strategies to avoid huge zombie crowds, sticking to shadows and whatnots.

There was also supposed to be some kind of choice-making like Resident Evil 3, plus several other things. One of the biggest and most fundamental things that made them scrap this idea was the fact that the game gained notorious infamy for being "racist" (as in a white man killing black people). This forced Capcom to add a co-op partner, ditch Barry and in consequence, make it more action-focused, now being able to tackle huge crowds. And thus the game was changed forever.

I personally love the end result, as I'm a big fan of RE5. But I'd be lying if I didn't admit I would love to see what it originally was supposed to become. Besides, Barry Burton got kicked out of RE5 entirely save for being a Mercenaries player, which is a shame as I really like Barry's character.
