When would it be justified that one human hit another human?

Your expecting your child to always be WITH the parents you got the number too? I was usually out bowling, or at the skating rink, or the arcade, at our local rec center playing roller (in off season) or ice hockey, ect. When I got around my friends and out of the house the LAST thing I wanted to do is be around someone elses parents. 

Well, both arguments have its pros and cons.I just personally dont see the completely need for a phone(for your kid), as long as you have the friends parents phone and you know that they are responsible.But I can understand your point of view.
