Higher resolution (including resolution of textures, shadows and others effects) could make a big difference. Like Base PS4 games could run at 1080p while Neo games would run at maybe ~1440p downsampled. Or base PS4 at ~1200p and neo at ~1600p etc.
A high resolution in VR is really important. If the game is already hitting 60fps (as all of them should according to Sony) then the downsampled resolution will bring a much sharper and realistic image and a much better immersion which is really important in VR.
