The difference being Sony doesn't stop you releasing games which fall below 60 normally, however they've been very clear that devs using PSVR must hit 60fps otherwise the game likely wont be certified.

Reading the link, seems like you can dip below 60 and still get certified. Either way you can always take the visuals down peg after peg until you hit the framerate. This could be what the insider meant by awful. The concessions you have to make in order to hit requirements.
