So, I don't believe this for two reasons.
1. The Neo isn't allowed to have exclusive VR modes according to the documents that were leaked regarding Neo.
2. I've used PSVR on a regular PS4 and it runs fine. (I even watched him set it up before I used it.)
This may be talking about a specific game,or maybe about the unit before they added the external processing unit, but as it is now it's fine on a regular PS4.
