Seems pretty exaggerated comment and from a deepthroat. I suppose the PC industry fears that Sony might actually pull this off this, and if so, it would really be hard to justify the steep price tag of PC gaming rig.
Personally the NEO is more driven by 4K video playback, because sony is pushing hard on that on every platform from tv to video etc. That and the fact that could get the die shrink cheaper by going for the new architecture, rather than using original.
