Platinum has delivered some mediocre licensed games. (See Legend of Korra for example). It's hard to say exactly why. It could be that they just don't care as much. It could also be that they're forced to rush to meet a deadline (like when Out of the Shadows is released). It could also be that they're limited on budget.
It could also be they're spread too thin, but it's just one possible explanation.
