I don't think the problem is a PS deal, but rather a lack of interest on the XBOne. It's not like JRPGs like Dragon Quest and its spinoffs sell well on XBox, if SE hasn't brought it to the XBOne might just be because they don't expect to sell that much there.

Not to mention Dragon Quest 11 was accidently announced for the NX and then retracted shows that they are not beyond releasing on the NX

Dragon Quest is one of the most popular Home-console franchises of Japan, if the game is releasing for PS4 and Nintendo 3DS it can indeed launch for the NX.

And if Square Enix launched Dragon Quest Heros for a plataform where it sold just 28k in 6 Months, of course they would sell much more releasing it for the NX.
