It just couldn't meet Sega expectations, it would have to have sold twice to every Dreamcast onwer by the time Shenmue released XP

Still could have been a huge franchise, but then Sega made the dumbass decision to put the series on XBox instead of PS2.  Instead of putting it on the console with a massive install base they put it on the one with a tiny install base that was almost nonexistant in Japan.
