But take a look at Frictional Games, Superflat Games, or Playdead. They've all turned out some excellent horror games over the last 6 years.

Not to forget some really small 16-bit horrow games made by the little people, some of them I have talked about before during the month of Halloween xD

Oh yeah, it's amazing what small studios and individuals can accomplish. Look at Jasper Byrne. He developed Lone Survivor almost single-handedly. And it's a scarier (and better) game than something like Resident Evil 6, which cost millions and employed a development staff north of 600 people.
