I mean, why not? Sales in the US are up like 10% YoY, if that can translate to shipments and WW numbers you in theory already have 19.5million shipped. Then games like Uncharted 4, Horizon and Gran Turismo can get the other 500k, together with PSVR and the Neo. It wouldn't even surprise me if Sony is low balling it, there's so many things which might influence sales and as a business you'd obviously rather have your predictions be too low than be too high.
