How can you know the fps or 480p/576p/720p/1080p/1080i by looking at it?

As I said, I haven't heard of offline splitscreen being 30 fps except on this thread. If you try online splitscreen, I guarantee you'll notice a huge difference. Even people who only recently started playing games can notice it (i.e. my girlfriend).
