Okay I see what you are saying. Its my fault because when I said optomize, I don't mean it in the sense that PC games don't need to be optomized. Of course they do and of course they can be. I meant on the level of what ND did with Uncharted.
To answer your question the advantage that ND has is the luxuary of being able to focus on one set of hardware. Its really just that. And thats not to say that they are brillant because they are, but I seriously doubt it would be possible to reproduce this on a wide range of hardware. The reason why I believe this is because they were able to exploit the PS4 in a way that they couldn't do on PC. After all, ICE team is ND.
People forget this. Yes, its a lot of hard work, but when you have a freaking detailed map of the sytem, and you can build your own low level tools just for that system, its hard to imagine that they would be able to do that on PC without using PCs ace in the hole which is raw power and even then it would probably take a lot longer to produce.
