Many games release with online parts with no Beta (CoDs generally never did until BO3), Beta's are usually only really stress tests anyway, the games are usually complete and done by then. PD are saying, doing one and building it would take up time when they could just build the actual game and get it out (if it's finished it's finished, no point wasting time with beta when a fair chunk of your userbase won't even play online straight away).
They will no doubt be doing internal and alpha testing anyway.
