I guess one could hold that against a game. I'd say Madden and Fifa (sports in general) tend to barely update their games from one installment to the next, but that's because they're Sports games.
I suppose the problem is most great franchises stick to what they know works. Seriously, just about all of the good ones I can think of don't change much from one installment to the next, but I've never really minded that.
