Well...both. That's the only way society functions.
Also, lets get something straight about the Apple vs. FBI thing. That wasn't freedom vs. security. That was trading one threat (not being able to get into a potential terrorists phone) for another (having a weak link in the digital armor).
Had Apple complied, someone who wasn't supposed to get in would and cause problems.
