Why do they keep doing this?

A stupid decision from SE.  At least there are modders that can resolve these type of issues.  I've been wondering why the ps4 version is also locked at 30 fps.  The PS4 could easily do 60 fps with FFX/X-2.

Yes, it's an odd move.

Maybe it's because of the pre-rendered backgrounds or something like that, I don't know.

Hopefully, as you say, there are modders that will take care of that.
