360's 2008 lineup better than PS3's?

By who is Tekken 3 considered to be the best fighting game of all time? By Tekken fans? All fighting games are ultimately judged by two critereas(minus Smash Bros.), if it's 2D it is judged by the standards of Street Fighter II and if it's 3D it's still judged by Street Fighter II, but also Virtua Fighter. There are no other best fighters under consideration.
