Right now I have 21 in STR and 12 in SKL so theres a pretty big disparity. Bananaking said I should just do the Chalice dungeons to earn quick echos so i'll probably do that. And honestly I kinda prefer the axe right now. The halberds charged R2 hits twice and knocks enemies to the ground. Ludwig's can't do that. And is it me or is the longsword form of Ludwig's weaker than the onehanded axe?

I think many people like ludwig's holy blade beacuse its high flat dmg number, and it's flexible. The small sword form is quick but only deals around 60-70% dmg of the large sword. And the most op move of the blade is the 2h fully charged R2, it hits like a truck.

Things about hunter's axe that are better than ludwig's holy blade: longer reach especially 2h form,  much greater rally potenial(it is the HP you regain after you take a hit from enemy then hit back) allows you trade hp more effectively,  as you mentioned above 2h R2 charge, and 2H L2 is great for taking down mutiple enemeies as well. In general, holy blade may have better damage, but the axe just have better move set IMO.
