It does when you try to protect the local economy. 

How else will Australia charge overs and keep people employeed. 

As far as Nintendo region locking games, look at the censorship NOA does to many different games. Xenoblade X and Fire Emblem had censorship. 

Nintendo is fine with sexualized young girls in Japan because the age of consent is 13 years old for most of the country.

But here in America that sort of thing will not be tolerated. So region locking will still be a thing on NX.
