Why is PSN so slow...?

Its 6.3gb, taking 3 hours (I'm guessing that means over 3 hours at the monet, when I pause and resart it boosts it to 50ml minutes before slowing down a minute or two later. So, with a 60mb/s net you should be get 6 mb a second, right? I should be getting 9 mb a second based on my speed test average...wow, sony need to get on this. Does it get better if the file is over 8gb?

I'll try and download something in that region and see how long it takes.At this very moment I am downloading the Nioh Alpha demo which is near 4GB,it's saying 17mins for full download.It took me 3mins to download the first GB,will update in a few.

 

Edit:8mins to download 2GB.
