Well he is right though, without the size of the console market it would either be a slow ass industry lacking the money to further graphics or scope, no matter the power of the PC. Steam would not exist in it current formand Imagine pitching GTA5 to a boardroom full of suits to the score of 250+billion budget with the user base of that of the PC before steam....lol.

Plenty of games say otherwise.
PC still has the most expensive platform exclusive game of all time... And it's not on Steam.

PC has always been massive, even before Steam, especially in Asia.
