Well, strictly speaking it's illegal if you use a pirated copy of the game. Even if you own an original copy of the game, it's still only legal if you've ripped the copy you're using on your PC yourself. :-p

Sure but for something like older games where the rom doesn't have any distinction from any other cart, it's kinda murky.
