AMD is deliberately vague, H2 2016 is a six months period, they didn't speak about launching, but about ramping up production, and that ramping up could start even after Xmas and before New Year, it would still be H2 2016.
But this is totally understandable, once the components are available, it's up exclusively to the buyer companies when to launch their products and when to announce them, AMD can reveal exclusively the minimum necessary for its business stamements, but anything beyond that is almost surely subject to NDAs
