To be fair, after CTE was finally proven and thereafter accepted by the NFL, they have instituted many rules to protect players. In addition to the risk of CTE a required clause in all new NFL player contracts.
The rules include penalties for any and all helmet-to-helmet contact. Disallowing the use of the head during tackles, and no spearheading other players in an attempt to tackle. The side effect of this is highly increased penalties during the game and since tackling has become much more difficult games now have a higher average score.
Even with these measures put in place the risk is still high with no absolute solution to the problem other than ending the sport.
