I don't expect devs to put much effort on PS4K games until the install base reaches 10 millions, and I doubt they'll really focus on it until it has half of the total PS4 sales. There's no reason to prioritize a game version that will sell hundreds of thousands over one that will sell millions, and I don't expect the PS4 and X1 versions to suffer from it for the same reason, at least the next 12-18 months.

I think it may be something like this for the next couple of 12-18 months

900P@30FPS (Med) for X1
1080P@30FPS (Med/High) For PS4
1080p@30FPS (Very High) for PS4K

It's easier (and probably cheaper) to simply push the visuals a bit further to make use of the extra GPU power of the PS4K.

Beyond that, I can actually see the PS4 suffering the most as devs focus more on PS4K and less on the PS4, to a point where we could see something like

900P@30FPS (Low/Med) for X1
900P@30FPS (Low/Med) For PS4
1080p@30FPS (High) for PS4K

The Install base of the PS4K doesn't have to reach 10 million ... 

There doesn't have to be different versions of the game. Just different code ... 

Sooner or later devs will be familiar with all of the quirks of the original PS4's GPU and they'll probably have no where to go but to optimize for the PS4K ... 

As far as regular PS4 suffering enough to the point where it reaches parity with the X1 because of specific optimizations towards the PS4K, I highly doubt that will happen since they both practically have the exact same GPU microarchitecture ...
