Because this generation some gamers have this elitist mentality that anything below 1080p is unplayable. So I feel some developers feel pressured their products need to be 1080p or they will be doomed. 

I dont think the resolution is why it runs so bad.

It has to do with the cpu cores. The game just isnt well optimised for 8cores, so too much cpu performance is left on the ground.
