There are 60m Xbox Ones and PS4's already in people's homes. Why would PS4k become the main development platform with zero installbase and no option for additional income for developers? They have every incentive to make sure the VAST majority of their audience aren't recieving poorly optimised games which will surely be pointed in reviews.
Theres a reason why PC games on Ultra look very similar to console versions, developers do not optimise for the most powerful hardware, they optimise for the most popular.
