If PC counts, I'd *obviously* say PC, since games like Warcraft II, Starcraft, Diablo, etc are all best played on the PC, by far. Of course, first and third person shooters are vastly superior on the PC due to better input and better graphics than consoles can handle (but mostly better input). PC games have better online capabilities and communities. Xbox Live is pretty good, but it is still PC-lite and the community is even worse.
The only shooting I ever played that compared to a PC shooter experience was Metroid Prime 3, because it did have great input. But it did not have multiplayer.
