Do you mean that some of them could be software based?

No what I mean is some of these hardware features are not easily applicable to certain GPUs ... 

Implementing direct render target reads from the pixel shader on discrete GPUs from AMD/Nvidia has no simple solution whereas mobile GPUs have had that feature for sometime now! 

And similarily mobile GPUs struggle to get programmable vertex attribute fetching and bindless textures/resources ...
