Yeah. I press the playstation button and turns on, just like my ps4 does. Does it not do that with the ps3 controller?

With the Dual shock 3, no.  You have to tap the round button on the back of the PSTV for it to come on.  In fact, pressing the PlayStation button on the Dual Shock 3 BEFORE turning on the PSTV only results in the a continual flashing of the four red lights until it times out or the PSTV is turned on.
