Xbox 360 and Playstation 3 need roughly similar hardware to be Emulated on the PC.
Now if the Xbox One can emulate the Xbox 360................................................. You do the math.

Agreed. Doesn't have enough bandwidth, CU's, CPU speed for 4k games whilst maintaining a degree of image quality.
For 4k media or simpler casual games it would be fine, but if you are expecting Uncharted in 4k on such anemic hardware... You will be sadly dissapointed.
The GPU would be around the level of a single Radeon 7970/280X/380X. - I.E. It struggles to achieve 30fps in Battlefield 4 at 4k, 1440P on the other hand would be a perfectly viable target IMHO.
