It honestly costs sony nothing, and instead costs the developer time. However, as almost all games coming to PS4 also come to PC -- it does not cost them much. They simply take some of the enhanced PC features and add it to the baseline PS4 version, up the resolution/framerate and call it a day.

It costs Sony money to develop / test / certify new hardware.  Although I don't know what that amout is, I am assuming it is a lot more than "nothing".  I totally agree that if they did this, and developers took advantage of it, that these enhanced games would be better.  But I don't see how this would help them sell more games.  They are already beating Xbox and Wii U, and I don't hear people saying that they're holding out on buying a PS4 until it gets more powerful.  The people that really care about framerate and resolution already have PCs that can run those games in 1440p or even 4K.
