I think what you're referring to is the idea thar whites can't he victims of racism? The basis here is that racism is systematic racial discrimination and that's where the "ism" comes from. Generally speaking it's hard to Systematically discriminate against a majority population who are in power (in America) where white is the default and generally the preference. I think the closest thing would positive discrimination in employment, not sure how prevelant this is.

Anyway it's such a silly line of discussion and it applies very selective understanding of the word "ism" which also just means belief. I don't think you're likely to stumble across the argument in real life, most people take the term racism on face value, discrimination on basis of race.

While that may true on a national level, whites are not the majority of many sub-regions of the USA, nor do they control the local power structure in a lot of those regions.

Local and state Governments have a far greater impact on the daily lives of individuals than the Federal government does. Even when the Federal gov't makes laws, they often rely on the interepretation and enforcement of state and local gov'ts.

For example, only 1% of drug enforcement is done at Federal level, 99% is done at state and local. Many often cite the drug war as an example of systematic racism in the USA. Other examples, like biased enforcement of traffic laws, and cities with stop-and-frisk policies, are also local rules where whites are not necessarily the majority or in control of the power structure.
