As for 7nm - I don't know, sure TSCM is Peter Molyneux of semi-conductor industry, overpromising and underdelivering, latest one from them is 7nm in 2017. But even if they are way off, I would expect 7nm node in 2020 at the latest to be mature and cheap enough for 9th gen...I mean, AMD is another player that overpromises, but Navi is scheduled for 2018, even if they are 2 years late, that should do it.

^ this is why PS4 & XB1 wont be replaced before then.
The R&D costs of jumping in before 7nm, will be too high, if you want to produce a competitive chip, that should be able to compete with a 7nm one.

Well, in theory they could go with slightly higher TDP 10nm to achieve 8x jump, it's not like GPUs in these 28nm APUs are top of the line. But, I also think there's a fair chance they will wait for 7nm if they've decided to implement half-cycle releases and go for somewhat bigger jumps from full gen to full gen (which 7nm will allow).
